[Rock-dev] cmake_package: do not use layout from manifest for build and install

Hi again,

Thomas just explained me the concept of putting the directory structure
into the package names.

The surprising (for me) fact is that if you have a manifest with
layout:
- simulation
   - mars.all

and the packages in the mars package-set named like
'simulation/gui_core' they get installed in 'install/' but packages
named without the 'simulation/'-prefix are installed into
'install/simulation'.
