It was moved from SteamAligner, to break a dependency loop between
the StreamAligner and Vizkit. It can't be moved to the StreamAligner or
the Transformer library.   Putting it into vizkit does not feel right
either.
I would either put it into 'rock_dependent_widget_collection' or make
its build optional in rock_widget_collection.
