Comment:

 I close as fixed. When a new version of rubygems gets pushed to ubuntu /
 debian, we'll be able to add it to the osdeps for these version by
 versioning the gem selection.

 I've pushed a modified version of your change to select this version of
 rake-compiler only on ubuntu/debian (since none of these OSes have a
 recent enough rubygem version. For what it is worth, you need ruby 2.0 to
 get the RubyGem rake-compiler requires. Go figure.
