#364: Vizkit: Add Configuration Widget To Change Gloabl Parameters

 For Changing global parameters like:
  * Vizkit::TypelibItem::MAX_NUMBER_OF_CHILDS
  * Number Of Threads
  * Time Outs etc

 A new configuration widget should be added to manipulate these parameters
 via table view.
 Furthermore, these parameters should be automatically be saved and loaded
 the next time vizkit is started.
