[Rock-dev] General message about modifying the build configurations

Things are getting really really annoying ...

If you are:
  - adding/modifying a fairly normal package
  - with maybe a bit of package-specific configuration
  - maybe a patch or two (even though patches are very frequently
mishandled)
  - at toplevel of the autobuild files (where a lot of comments tell you
to put new packages)

Then feel free to just commit to the build configurations

For ANYTHING else. For instance, using some advanced features
(only_in_flavor), modifying patches, doing some crazy flavor-related
stuff, PLEASE submit your patch to the mailing list and/or as a merge
request.

The build conf gets broken WAY too often by people that think they know
what they are doing.

Newsflash: you don't, unless you are doing the straightforward stuff
(list at the top of this mail). Problems could be avoided easily by
simply having somebody else review your patch.
