[Rock-dev] Another base type required: MultiLevelLaserScan

Hi,
the naming in the type of vertical and horizontal
is misleading, it is somehow switched.  I would
clean this up first.

P.S.: There is a tool class for converting this thing to pointclouds
     in the GraphSlam package. This class should be added, too.
