[Rock-dev] Release strategy

Hey together,
i had the feeling that we need to increase the pressure to find a 
solution for our releases.

orogen-loaders got incompatible to master, stable got really outdated, 
and 1404 is only a pin, and merge-requests got post pruned due to our 
"release-problem"...

So i had the impression that we are starting to diverge and our 
customers got more and more annoyed by our "step back" to have non real 
releases.

So how we proceed to find a solution here, the last doodle seems to 
result in nothing....
