That's because they were not part of the re-released rock1408, in
which packages did not get automatically moved to stable. I.e. it's
the state in the master branches of the package sets, and not in the
heavily modified rock1408 branch.

TL;DR: if you want them in 15.04, declare yourself as maintainer and
open a ticket in the rock-package_set package set.
