[Rock-dev] Official bootstrap script - still stuff ongitorious.org

Thank's Leif,

It seems the package_set links to a few old packages i don't know if 
they are depricated or should be moved:

base/orogen/interfaces:    #never official released but still in master
  tools/orogen_ros             #seems depricated as mentioned on gitorious
base/templates/doc          #seems still be used
tools/port_proxy              #deprecated?
bundles/tutorials
bundles/tutorials_scripts

Port:
- base/templates/doc
- bundles/tutorials
- bundles/tutorials_scripts

Remove from pacakge sets:
- base/orogen/interfaces
- tools/port_proxy
- tools/orogen_ros

These bundle tutorials would go to rock-tutorials (not rock-bundles) as 
discussed previously
everything else (which is ported) to rock-core
