You do not need the rock-ros package set anymore.
I will update the documentation accordingly.

Please use 'master' branch.
Regarding your issue:
Did you verify your installation to ensure that genmsg is available via
other ways, e.g., similar to https://github.com/arch4edu/arch4edu/issues/56
