[Rock-dev] About external/

I could ode move to  simulation/ *but* what's with:

sisl, yaml-cpp minizip

these packages are too general for drivers.
"drivers" is for me more for robotic-specific drivers. At the first only 
hardware-drivers but drivers becomes more and more generic to something, 
where i am not happy with.

Not sure of getting rid of external, maybe we can introduce an folder 
like lib/ for general (non-robotic specific) data processing libraries?.
