tools/ not have this in mind. Tools was for me always an more an 
"base-tools".
still no sure if orogen and rtt is an similar "tool" like minizip, fells 
not correct for me too.
Maybe move orogen/rtt/orocos.rb to "base/" and letting "tools/" be 
really for no-gneral-rock-used tools?

Maybe some other meninges?
