Artificial intelligence presents major challenges for employee representation bodies: on the one hand, they must support and advance the introduction and productivity-enhancing use of AI in their own company, organization, or authority. On the other hand, their task also includes assessing potential risks arising from AI systems in collaboration with humans and co-determining appropriate regulatory measures. To meet these challenges, employee representatives face a massive qualification task.

The project MOOC4Mitbestimmung (M4M) aims to develop and implement a free AI-driven Massive Open Online Course (MOOC) for all interested parties, thereby strengthening their digital skills in shaping AI systems. Based on a needs analysis, tailored content modules will be created. M4M will follow a modular micro-learning concept: for each user, the respective modules will be selected in an AI-driven manner, based on a specially developed adaptive test. The individual modules themselves can be continuously updated or completely replaced.

An important component of M4M will be a dedicated AI tool that supports the drafting and design of works agreements on AI. To this end, the research project includes a systematic evaluation of works agreements as well as the design, training, and piloting of a proprietary RAG model, which will ultimately be integrated into the MOOC. In this way, M4M will help qualify and empower co-determination actors and other interested parties to shape workplace AI with the support of AI itself.
